Information and computing center of Lesya Ukrainka Volyn National University
The subject and main goal of the information and computing center is the organization of work arising from the statutory activities of the University, namely:
organization of activities of the system of exchange, receipt, accounting, systematization, analysis of information regarding the University's activity process based on the use of modern technical means, database management systems and other software products and means of information processing.
Tasks and functions
- Develop the methodology and algorithm of actions regarding the electronic circulation of documentation of the Unified State Electronic Database on Education (UEDEBO), implement and support it.
- Monitor compliance with the algorithm of actions for the implementation of the process of electronic circulation of documentation in accordance with current legislation and regulatory legal acts.
- Provide the University as a whole and its structural divisions with basic technical and software equipment, provide, implement, accompany and control the process of using the provided facilities.
- Conduct analytical and methodical work on the use of basic technical and software equipment.
- To identify and satisfy the needs of University employees in methodical, scientific and technical and any other information necessary for the effective work of the University, to make technical and organizational decisions regarding the preparation of measures to improve production processes.
- To prepare and provide materials at the request of the heads of the Ministry of Education and Science of Ukraine, its structural subdivisions based on information that exists and is stored at the University, as well as information from any other sources.
- IOC provides:
- channel (physical) connection of computers using local and global network technologies;
- a high level of security when interacting with users at all levels, implementation of training and briefings with department employees and engineers of computer equipment offices;
- technical support and training of users, as well as establishing their level of computer literacy;
- organization of interaction at the operating system level;
- organization of interaction at the level of application programs — databases, accounting programs, mail, faxes, printing;
- organization and coordination of work on design, development and ensuring the effective functioning of the automated data processing system;
- standardization of the technology of the automated information processing system, development of typical unified technologies and unified data processing software;
- organization and coordination of work on the integration of the information system of all regional branches of the University, organization of interaction with the information systems of other state authorities, the Ministry of Education and Science of Ukraine, and with other information systems both in Ukraine and abroad;
- implementation and use of modern information technologies and software tools for automating the processes of searching, collecting, processing, analyzing and distributing information of a commercial and internal nature;
- modernization of the operational and technical base of the University's divisions, providing them with modern software and technical means;
- construction and effective functioning of networks at the central, regional and district levels, based on modern achievements in the field of construction of local and global networks, as well as the organization of their interaction;
- improvement of the current system of information exchange based on the use of modern telecommunication technologies, software and technical telecommunication means;
- development of protection systems and reliable storage of information.
- Participates in the development of instructions for working with programs. Prepares and tests software products. Takes part in issuing passports of computer equipment rooms.
- Participates in the formation and implementation of the University's unified informatization policy, provides methodical guidance and coordination of work on its design, development and implementation.
Performs a systematic analysis of the state and trends in the development of information technologies, development and implementation of new technical and software tools and technologies.
Organizes and coordinates:
- execution of work on the creation of integrated databases of the University and their use in combination with specialized software systems, such as publicly available WWW servers, electronic advertising and trading platforms, etc.;
- carrying out work on the development of an information protection system, which includes a complex of organizational, technical and software tools;
- conducting seminars, meetings and training of technical specialists of the University;
- carrying out work on the development and implementation of the University's telecommunications network;
- creation of the telecommunications hub of the University and ensuring its functioning and interaction with external users, introduction of modern telecommunications means and technologies;
- carrying out work to ensure the functioning of the University's local network
- carrying out work on the development and implementation of the University's telecommunications network;

- carrying out work to ensure the functioning of the University's local network, its technical maintenance and support of system software;
- performance of works on automated information processing, forms plans for the development and operation of electronic information processing complexes, supervises their implementation;
- conducting work on improving the automated information processing system based on the implementation and use of modern information technologies, database management systems and other information processing software;
- carrying out work on the development of typical unified technologies and unified software for automated and distributed information processing;
- carrying out work on improving the current system of information exchange based on the use of modern telecommunication technologies and technical means.
- joint activity with structural divisions of the University;
- Together with the financial authorities of the University, he participates in ensuring control over cost calculations for the implementation of software development works in accordance with regulatory documents, development of regulatory documents, development of tariffs for information and computing services.
- Conducts an analysis of the market situation of computer equipment and software, participates in the preparation and holding of tenders and concluding contracts for the purchase and development of software products, computer equipment, ensures control over the execution of work, implementation of software products and computer equipment, respectively to concluded contracts.
- Monitors the financial justification of work on the development of software for automated information processing.
- Provides practical assistance to the University's divisions on the use of software products and information processing technology.
- Collects and summarizes information on the state of informatization, provision of computer equipment, software tools of the University's divisions, prepares proposals for providing them with modern software and technical tools.
- Performs a systematic analysis of the state and trends in the development of information technologies, development and implementation of new software tools and technologies.
- Ensures the functioning of e-mail and the internal portal, organizes work on the improvement and development of e-mail and the internal WEB-portal (Office 365).
- Provides practical assistance to the University's divisions in the use of computing equipment and software.
- Carries out methodological management of structural units of the University and its subordinate organizations on issues within the competence of the IOC.
- Requires appropriate equipment of workplaces and employees with necessary technical and other means of work.
- In carrying out its tasks, the IOC cooperates with departments and units of the University and has the right to receive from them, within the specified time, information necessary for the work of the IOC.
