Admission to Lesya Ukrainka Eastern European National University in 2015

Educational activities atLesyaUkrainkaEasternEuropeanNationalUniversityare carried out according to the license of the Ministry of Education and Science of Ukraine AE № 458 259 from 16.06.2014.

Admission Regulations are worked out by Admission Committee of Lesya Ukrainka Eastern European National University in accordance with the Entrance Requirements to the higher educational institutions ofUkrainein 2015, approved by the Ministry of Education and Science of Ukraine on October 15, 2014, №1172 and registered by the Ministry of Justice ofUkraineon November 4, 2014, № 1390/26167.

 

I. Generalities

1.1. Lesya Ukrainka Eastern European National University announces entrance for getting higher education with a Bachelor’s degree, Master’s and educational levels of junior specialist, and specialist. Specialization and forms of education agree to the license and the licensed number of entrants. The same concerns theCollegeofTechnology, Business and Law of Lesya Ukrainka Eastern European National University. Regulations of admission to theCollegeofTechnology, Business and Law are given below (see Annex 1).

Admission Regulations are compiled in accordance with the laws ofUkraine, and are approved by the Academic Council of Lesya Ukrainka Eastern European National University by December 1, 2014.

Admission Regulations are made public in the state language. In certain cases they may be made public in the regional languages or the languages of the national minorities.

1.2. Citizens ofUkraine, foreigners and stateless persons residing inUkrainelegally, those who have appropriate education (educational qualification) and expressed the desire to pursue higher education are admitted toLesyaUkrainkaEasternEuropeanNationalUniversity(Ministry license education and Science of Ukraine AE № 458 259 from 06.16.2014).

1.3. Foreigners and stateless persons permanently residing in Ukraine, persons granted refugee status in Ukraine, persons in need of additional or temporary protection and persons granted the status of foreign Ukrainians and staying in Ukraine legally have the right to higher education as citizens of Ukraine. Obtaining higher education by the specified categories of persons for the state budget is made within the quotas established by the Cabinet of Ministers of Ukraine.

Other foreigners and stateless persons may obtain higher education if funded by themselves or legal persons, unless anything else is stipulated by international treaties of Ukraine ratified by the Verkhovna Rada of Ukraine, laws or agreement between universities on international academic mobility.

1.4. All persons who are pursuing higher education at universities have equal rights and duties.

Admission toLesyaUkrainkaEasternEuropeanNationalUniversityto all educational and skill levels is sought on a competitive basis, regardless of the funding of education.

1.5. Disabled people are given opportunities to study atLesyaUkrainkaEasternEuropeanNationalUniversity.

1.6. Applicants toLesyaUkrainkaEasternEuropeanNationalUniversityas well as theCollegeofTechnology, Business and Law of Lesya Ukrainka Eastern European National University, requiring a dormitory room during entry, are guaranteed a place in a room with all sanitary conditions.

 

II. Requirements for Entrants’ Education

2.1. To obtain the educational qualification of a junior specialist simultaneously with complete secondary education applicants with basic secondary education are admitted according to entrance examinations.

2.2. Applicants with complete secondary education are admitted according to the results of the independent testing of their knowledge and skills, their creative and / or physical abilities taking into account the average grade of the school certificate and points for special achievements.

2.3. To obtain a Bachelor’s degree at Lesya Ukrainka Eastern European National University the individuals with the educational qualification of a junior specialist may be admitted to the first course (with a short-term study) or the second (third) course (with normative term study on vacancies) if they seek admission for the related speciality. The latter is determined by the Cabinet of Ministers of Ukraine regulation from June 20, 2007 №839 and noted in Admission to the university (see Annex 3).

Admission for obtaining a Bachelor’s degree on the basis of educational qualification of a junior specialist is carried out according to the results of entrance examinations.

2.4. Admission for obtaining a Master’s degree and educational qualification of a specialist on the basis of a Bachelor’s degree is carried out by the results of entrance examinations. Those with the educational qualification of a specialist are admitted for a Master’s degree.

A person may enter a higher educational institution to obtain a Master’s degree and educational qualification of a specialist on the basis of a Bachelor’s degree in an unrelated speciality only by taking successful additional entrance examinations. The average grade of the Bachelor’s diploma is taken into account as well.

2.5. The individuals with the basic or complete higher education may be admitted to Lesya Ukrainka Eastern European National University for obtaining the qualification of a junior specialist or a Bachelor’s degree in an unrelated speciality within the licensed number and in accordance with the Admission Regulations.

2.6. Students ofLesyaUkrainkaEasternEuropeanNationalUniversitymay be transferred to or renewed at senior courses within the licensed vacancies in accordance with the Regulations on transfer, expulsion and renewal of students at higher educational institutions approved by the Ministry of Education ofUkraine№ 245 from July 15, 1996. Exceeding the licensed number is allowed only in case of renewing those after an academic leave.

III. Financing of Training Specialists

3.1. Financing of training atLesyaUkrainkaEasternEuropeanNationalUniversity is carried out:

-         at the expense of state and local budgets – according to state order;

-         at the expense of the state preferential long-term loans;

-         at the cost of vouchers;

-         at the expense of individuals and legal entities.

3.2. Citizens of Ukraine have the right to obtain higher education at Lesya Ukrainka Eastern European National University free of charge on a competitive basis if a person gets a higher education degree at the expense of the state or local budget for the first time.

Citizens of Ukraine have the right to obtain free higher education at Lesya Ukrainka Eastern European National University in the second speciality, if they became physically disabled to carry out duties on previously obtained qualifications, as evidenced by medical-social expert commissions, and in other cases provided by law.

Citizens ofUkraineresiding in the temporarily occupied territory or those who moved out of it, have the right to continue their education in other regions ofUkraineat the expense of state budget and be provided with the places in hostels.

4.5. The terms of the admission of applications and documents for education on the basis of the basic and full higher education in order to receive a specialist's degree and a Master’s degree may be prolonged if necessary, by the decision of the selection committee, but the overall duration of the admission of documents cannot last more than one month. The enrolment is conducted no later than 15 days after the completion of the admission of applications during which the competitive selection is held.

 

V. Admission Procedure of applications and documents for participation in the competitive selection to Lesya Ukrainka Eastern European National University

5.1. The applicants apply for participation in the competitive selection to Lesya Ukrainka Eastern European National University (hereafter - the application) in paper or electronic form. The application in paper form is submitted by the entrant personally to the University Admission Committee.

5.2. On admission to study for obtaining educational qualification of a junior specialist, a Bachelor’s degree (educational qualification of a specialist, a Master’s degree of medical and veterinary medical directions) the entrant may submit an application (applications) in paper or electronic form to no more than five higher educational institutions of Ukraine and not more than for three areas of training (for three specialities) in each of them. Applications submitted for a definite area of training (speciality) toLesyaUkrainkaEasternEuropeanNationalUniversityUniversityby various forms of education are considered the fact of putting in one application.

Each application in paper form (in which either the original documents or copies of the documents attached to the application are pointed out) is registered by the authorized person of the University Admission Committee in a Single database directly while receiving the application.

The application registered in a Single database, can be cancelled by Lesya Ukrainka Eastern European National University on the basis of the Admission Committee decision before the applicant is included in the lists of recommended enrolment for admission to study provided technical errors made when entering relevant data to a Single base, but it should be confirmed with a special act. Cancelled application is not considered submitted, and the fact of such submitting is cancelled in a Single database. The Admission Committee notifies the entrant of its decision on the day of its adoption, then the entrant may submit a new application for the same speciality toLesyaUkrainkaEasternEuropeanNationalUniversity.

The correction of technical errors occurs before the applicant is included in the lists of recommended enrolment for admission to study.

5.3. In the application the entrants indicate speciality, faculty, specialization, profile, language, etc., and the form of education.

During the submission of applications for participation in the competitive selection the entrant specifies in each application the priority of this application with reference to other submitted by him applications, and the priority index 1 means the highest priority.

In case when Lesya Ukrainka Eastern European National University trains specialists according to a certain area of training at different faculties (in different institutes), the entrant indicates the priority of enrolment for the chosen area of training in accordance with the faculty (institute).

         In case when in Lesya Ukrainka Eastern European National University training of specialists is carried out according to orientations (specialization, profile, language, etc.), the entrant specifies in each application the chosen priority of enrolment in accordance with the corresponding orientation.

5.4. While submitting the application in paper form the entrant submits personally the following documents:

 - the document which certifies the identity and citizenship (according to Article 5 of the Law of Ukraine “On Citizenship of Ukraine”), military ID or the certificate of origin, the certificate of birth – for persons who do not have a passport by age or other document which certifies the identity and citizenship;

 - the original of the document on previously acquired education (educational qualification) and the annex to it;

 - the certificate (certificates) of appropriate level of the independent testing (for applicants on the basis of complete secondary education);

At the request of the applicant the Admission Committee certifies the copies of a state document on previously acquired education (educational qualification), the annex to it and the certificate (certificates) of the independent testing.

5.5. The entrant adds the following documents to the application submitted in paper form:

 - the state document on previously acquired education (educational qualification) and the annex to it – the originals or copies (according to personal choice);

 - the certificate (certificates) of appropriate level of the independent testing (for applicants on the basis of complete secondary education) – the originals or copies (according to personal choice);

 - the copy of the document which certifies the identity and citizenship;

 - six colour photographs 3x4 cm.

Other documents or their copies are submitted by the entrant if this is due to special conditions of enrolment in accordance with the relevant areas of training (specialities), established by the law, within the period specified for documents admission, but not later than the deadlines set out in section IV of the Admission regulations, to make the first decision by the Admission Committee about recommendation of the applicants for enrolment.

If the entrants apply for admission to study (the discipline “Physical education, sport and health”), they are required to undergo a medical examination in Lesya Ukrainka Eastern European National University before the contest of their physical abilities.

5.6. The applicant submits the certificate of the independent testing, received in 2015.

         Lesya Ukrainka Eastern European National University determines the list of certificates of general subjects which the entrant submits to participate in the competition (see Annex 5).

5.7. All copies of the documents are certified according to their originals by the University Admission Committee or in accordance with legislation. The copies of the documents without their originals are not received.

5.8. The applicants, referred to in p. 5.9 of the Admission Regulations, submit an application in paper form together with the documents, which certify their right to take entrance examinations in Lesya Ukrainka Eastern European National University.

5.9. To participate in the contest only on the basis of the results of the entrance examinations in competitive subjects in Lesya Ukrainka Eastern European National University have the right of those individuals, who have a disease listed in the list of diseases that may hinder the citizens from taking their independent testing examinations, approved by the Ministry of Education and Science of Ukraine and the Ministry of Health of Ukraine on February 25, 2008 № 124/95, registered in the Ministry of Justice of Ukraine 07 March 2008 № 189/14880, because of which the applicants did not take the independent testing examinations.

5.10. Applications in the electronic form may be submitted by the entrants who want to participate in the competitive selection on the basis of the general certificate of secondary education, the certificates of the independent testing of2015 incompetitive subjects defined by the Admission Regulations.

5.11. The application in the electronic form is submitted by the entrant by filling in the electronic application form on-line and this application is considered by the Admission Committee of the higher educational institution in accordance with the Procedure of submitting and reviewing applications electronically for participation in the competitive selection to higher educational institution approved by the Ministry of Education and Science of Ukraine October 15, 2014 № 1172.

5.12. The Admission Committee verifies the reliable data submitted by the entrant for participation in the competitive selection by means of a Single database.

Written confirmation of a Single database administrator or the director of the Ukrainian Educational Quality Assessment Centre of unreliable information submitted by the entrant to the University, is a ground for refusal to participate in the competitive selection and enrolment for studies (cancellation of the resolution of enrolment).

The Admission Committee checks the average mark of the certificate of education (calculates it in case of its absence), approves it and submits the information about the average mark of the certificate of education to a Single database.

         5.13. The Admission Committee considers the entrants’ applications and documents and decides on the admission to participation in the competitive selection for admission to study at the University within three working days from the date of registration of the application in a Single database or for obtaining results of entrance examinations (creative competitions, professional testing), but not later than 01 August. Disclosure of relevant decisions is made on the notice boards of the Admission Committee and the web-site of Lesya Ukrainka Eastern European National University.

5.14. The fact of the applicant’s acquaintance with the Regulations of admission, the existing license and the certificate of accreditation of relevant area of training (speciality), and the fact of the presence/absence of grounds for admission out of competition is recorded in the entrant’s application and is confirmed by his signature when applying in paper form.

5.15. When taking on the training the individuals, who have the document on the obtained abroad degree (level of education), the obligatory is the procedure for the recognition and equivalence of the document on acquired education and/or educational qualification level, carried out by the Ministry of Education and Science of Ukraine in accordance with the procedure for recognition and equivalence of documents on education in Ukraine, issued by educational institutions of other countries, approved by the Ministry of Education and Science, Youth and Sports of Ukraine on May 28, 2012 № 632 and registered at the Ministry of Justice of Ukraine June 14, 2012 by № 960/21272. The recognition and equivalence of the documents is made during the first year of study.

5.16. The individuals, who want to obtain a Master’s degree and educational qualification of a specialist, submit to the Admission Committee the following documents:

 - the application addressed to the Rector of the University, indicating the faculty/institute, educational qualification level (degree), speciality, the form of education. In the application the entrants confirm by their personal signature the fact of their acquaintance with the Regulations of admission to the University.

- the state document on previously acquired educational qualification level (degree) and the annex to it – the originals or copies (according to personal choice). The individuals who come to study for obtaining a Master’s degree on the basis of educational qualification of a specialist, submit diplomas (and annexes to them) of basic and higher education.

- the copy of the document which certifies the identity and citizenship;

 - six colour photographs 3x4 cm.

 - other documents which confirm educational and scientific achievements of the applicant (if any), or if this is due to special conditions of admission for relevant specialities.

5.17. The Admission Committee of Lesya Ukrainka Eastern European National University, to which the entrant has applied, checks in a Single database his applications submitted to other educational institutions.

 

VI. The organization and realization of the enrolment competition.

6. 1. Points of the certificate of independent external evaluation (the results of the entrance examinations, creativity competitions) in three subjects or in two subjects and the results of competition of creative or physical capacity, if it is required for the entrance to a certain speciality (see Annex 5), are counted for competitive selection of persons who on the basis of complete secondary education enter Lesya Ukrainka Eastern European National University to obtain a Bachelor’s degree.

Ukrainian Language and Literature are obligatory competitive subjects.

6. 2. The competitive grade for the selection of persons who enter on the basis of complete secondary education is calculated by adding the grade points of the certificate of competitive subjects (entrance examinations score) of appropriate level, the grade point for the competition of creative or physical capacity (if it was conducted) and the average grade of the document (annex to the document) of the complete secondary education, multiplied by weighted coefficients. Points for the special achievements and / or successful completion of training courses of higher education institution are accrued with taking into account coefficients according to paragraph 25th (item 2, Section IV of Admission Regulations). The average grade of the document of complete secondary education is calculated using the 12-point scale with rounding to the nearest tenth and is added to the Single Database. 5-point scale marks of the document of complete secondary education are counted as follows: “3” corresponds to “6”, “4” corresponds to “9”, “5” corresponds to “12”. Entered into the Single Database the 12-point scale average grade is automatically transformed into the 200-point scale according to the table of correspondence of the 12-point scale average grade of the document of the complete secondary education to 200-point scale, which is given in Annex 8 to these Admission Regulations.

The competitive grade of the persons who enter on the basis of the complete secondary education to obtain a Bachelor’s degree, is calculated by the formula:

Кбал = КП1 х 0,4 + КП2 х 0,25 + КП3 (КТФЗ) х 0,25 + Дпзсо х 0,1, where:

KП1 – points of the certificate for the competitive subject (results of entrance exam) which is defined as science subject by these Admission Regulations;

KП2 – points of the certificate for the second competitive subject (results of the second entrance exam) which is defined by these Admission Regulations;

KП3 (KTФЗ) – points of the certificate for the third competitive subject (results of the third entrance exam or results of the competition of creative or physical capacity (if it was conducted)) defined by these Admission Regulations.

Дпзсо – the average grade of the document (annex to the document) of complete secondary education.

The competitive grade of an applicant who is going to obtain a Bachelor’s degree can be up to 200 points.

In case of accrual of the points for special achievements and / or successful completion of training courses of university the extra point is added to the competitive grade. In this case, the competitive grade of an applicant (Кбал Д) is calculated by the formula:

Дбал – points (added to the competitive grade) for special achievements and / or successful completion of training courses ofLesyaUkrainkaEasternEuropeanNationalUniversityto enter Mathematics and Engineering Science specialties.

6. 3. An extra point is given to the winners of stage IV of National students olympiads in basic subjects, the winners of stage III of National research competition of Minor Academy of Sciences ofUkraine. The list of sections according to the areas of training for the entrance to the university to obtain a Bachelor’s degree is given in Annex 7 to these Admission Regulations. An extra point is also added for successful completion of training courses to enter Mathematics and Engineering Science specialities in Lesya Ukrainka Eastern European National University. The amount of training hours should not be less than 150 hours of classroom training and term of training should be at least three months (see Annex 6).

The value of an extra point (Дбал) is established:

-         Persons who have got diplomas of Degree I, – Кбал х 0, 05;

-         Persons who have got diplomas of Degree II, – Кбал х 0, 04;

-         Persons who have got diplomas of Degree III, – Кбал х 0, 03;

-                     Persons who have successfully completed university training courses (by the results of final assessment) – Кбал х 0, 02. Final assessment is carried out using grading scale from 100 to 200 points. The completion of training courses with a grade no less than 150 is considered to be successful.

The total value of an extra point cannot be more than 5 percent of a competitive grade (no more than 5% of the maximum possible number of points of Кбал index). In case of exceeding 5% of a competitive grade in the result of adding extra points, 5% are accrued to an applicant.

6. 4. Persons who enter the university on the basis of complete secondary education and are winners (those who have got diplomas of I-III degrees) of stage IV of National students Olympiads in basic subjects are awarded extra points only if they enter the areas of training with the science subject they are winners of, including:

Computer Science – when entering the speciality “Computer Science”;

Information Technologies – when entering the speciality “Computer Science”

The Fundamentals of Economics – when entering the specialities “Economics and Enterprise”, “International Economic Relations” and “International Business”;

Legal Method – when entering the specialities of “Law” area of knowledge;

History – when entering the specialities “Preschool Education”, “Elementary Education”, “Social Pedagogy” and specialities of “Culture”, “Fine Art”, “Humanities”, “Political and Social Sciences”, “Journalism and Intelligence”, “Human Services” areas of knowledge.

Ecology – when entering the specialities science subjects of which are “Biology” and “Chemistry”;

Pedagogy and Psychology – when entering the specialities of “Pedagogic Education” and “Political and Social Sciences” areas of knowledge;

Physical Training and Sports – when entering the specialities of “Physical Education, Sports and Human Health” area of knowledge.

Winners of stage III of National research competition of Minor Academy of Sciences of Ukraine are awarded extra points according to the sections an applicant participated in competition-defence. Correspondence of sections to the areas of training is defined according to Annex 7 to these Admission Regulations.

6. 5. Regulations of paragraph 6. 4. of this section are applied to the winners of the IV of National students Olympiads and the winners of stage III of National research competition of Minor Academy of Sciences of Ukraine, which took place in the current academic year according to the list of the Ministry of Education and Science of Ukraine.

6. 6. When entering the study on the basis of the complete secondary education the applicants must submit the external independent evaluation certificates unless authorized by paragraph 5. 9. of these Admission Regulations.

6. 7. Persons, who are not certified in the Ukrainian Language submit the Ukrainian Center of Assessment of Education Quality certificate in the language which is certified in the document of education level (they pass entrance examination taking into account the appropriate pedagogical and scientific personnel who are members of subject commissions).

6. 8. The competitive grade for the competitive selection of persons who enter to obtain the specialist’s or Master’s degree is put into the single Database.

6. 9. The competitive grade of applicants who are going to obtain a Master’s degree on the basis of basic and complete higher education is calculated as the sum of the average grade of the annex to the Bachelor’s degree (specialist’s degree) diploma, the result of an entrance exam in a foreign language, professional tests results and the extra points for active participation in the study and research work and is defined by the formula:

Кбал = R +F+ Ei + N;

where: R – the average grade (on a scale from 100 to 200 points) of the Bachelor’s degree diploma supplement (for those who enter the Master's degree on the basis of Specialist’s degree – the average grade of the Bachelor’s degree diploma supplement, in case of its absence – Specialist’s degree diploma);

F – professional test results (on a scale from 100 to 150 points);

Ei – the grade of an entrance exam in a foreign language (on a scale from 100 to 120 points);

N – the extra points for educational and scientific achievements (the maximum total number of extra points cannot exceed 20 points and is evaluated from 0 to 20 points);

The competitive grade of an applicant who is going to obtain a Master’s degree can be up to 490 points.

When calculating the average grade of the Diploma Supplement all final grades in academic disciplines and state exams results are taken into consideration.

Extra points are calculated as the sum of grades by the codes of works listed in the table, but no more than 10 points in total from each position. The decision to accrue the extra points is made by the Attestation Commission after passing an entrance exam in speciality.

Professional test results can be considered to be professional test results for the admission to obtain the educational qualification of the specialist after the same speciality upon the written request of the applicant for the Master’s degree.

6.10. For those entering the specialist education level on the basic and complete higher education  the competitive score is calculated as the sum of the average points of the annex to the Bachelor’s (specialist’s) diploma and professional test result by the formula:

K point = R + F,

where K point – an applicant’s competitive mark; R - the average score (on the scale from 100 to 200 points) of the annex to the Bachelor’s diploma; F - specialized tests, the results of which are rated on the scale from 100 to 130 points.

Contest entrant mark for gaining  specialist’s educational and qualification  level can be up to 330 points.

Professional testing is conducted in the written form according to test technologies.

6.11. In calculating the average points of the annex to the relevant diploma (rating for diploma annex) for admission to obtain  the Master’s degree, specialist’s educational qualification, all final grades in academic disciplines, practices and state certification assessments based on the 5-point scale (scale ) knowledge assessment are considered.

The average score is determined:

- for entering the specialist’s educational and qualification level – for the annex to the Bachelor’s diploma

- for entering the Master’s degree on the basis of the specialist’s degree – for the annex to the Bachelor’s diploma (if any) or specialist’s diploma (if Bachelor’s diploma not given out).

The calculation of the average point of the annex to the relevant diploma is done by adding all final grades offered in the annex. The resulting score is divided by the number of disciplines, practices and state certification assessments, final grades of which were added.

Average annex mark to the relevant diploma (diploma annex rating) is determined by the evaluation scale from 100 to 200 points.

In applying  the 5-point assessment scale to the annex of the relevant diploma, the certain average point of the annex (diploma annex rating) for this system is put in a 200-point scale (from 100 to 200 points) and is calculated by the formula:

R = Spoint x  20 + 100, where:

R - average point of the annex (diploma annex rating), which is calculated on a scale from 100 to 200 points;

Spoint - average point of the annex (diploma annex rating), which is calculated on the 5-point scale knowledge assessment.

The calculation of the average point of the annex to the acquired educational and qualification level (R) is made by rounding to the tenths of the points. The calculation of the average point of the annex to the acquired educational and qualification level is carried out using the methods of  transferring  approved by the University Admission Committee.

6.12. Persons whom such right is granted in accordance with the laws ofUkraineare enrolled to the university out of the contest. Under equal circumstances enrolment order (right to primary enrolment), the formation of the entrants rating list and a decision on the recommendation for admission on the basis of  state order and at the expense of physical (legal) persons to obtain the Master’s degree and the educational and qualification level of the specialist is carried out according to the Admission Requirements.

6.13. For the competitive selection of persons for admission to study short term to obtain the Bachelor’s degree one can accept entrance test results on the subject by the list given in Annex 3.

For the competitive selection of persons having the educational qualification of junior specialist and obtaining the Bachelor’s degree, the competitive mark is calculated as a result of the entrance test.

Entrance test results for applicants who enter for obtaining the Bachelor’s degree on the basis of the educational qualification of junior specialist, is rated on the scale from 100 to 200 points.

Professional testing for applicants on the basis of the educational qualification of junior specialist is made in the written form according to test technologies.

 

VII. Preliminary examinations, tests and professional creative competitions conduct

7.1. Examination boards are formed in Lesya Ukrainka Eastern European National University to organize entrance exams. Professional certification commissions are formed to conduct professional testing to study on the basis of the previously acquired degree (educational qualification level). According to the decision of the Admission Committee the results of the competitive entrance exam in the subject to enter a major may be considered for participation in the competitive selection at the direction of another speciality in this university.

Entrance examination results on a competitive subject in relation to an entrance to a certain educational direction (speciality) can be enrolled for participating in a competitive selection to another educational direction (another speciality) in this higher educational establishment by the decision of the receiving commission.

7.2. Entrance examinations and creative competitions results for applicants who enter on the basis of complete secondary education are rated on the scale from 100 to 200 points.

The competition results are evaluated on a 200-point scale separately for each session of a creative contest, which can not be more than three.

Creative contest score is calculated as the average score obtained for each contest session. Applicants who were rated below the minimum of the arithmetic average of  total points established by these Admission Reqiurements are not allowed to participate in the next contest session and competitive selection for training.

7.3. Creative contents in Lesya Ukrainka Eastern European National University in the fields of “Journalism”, “Choreography”, “ Music”, “Art”, “Physical Education”, “Sports”,  “Health” are  held in the form of listening, viewing, tasks performing by applicants under the creative contests programs developed and approved by Lesya Ukrainka Eastern European National University in due order. The target of a rate is the level of art, music, art, physical abilities. Creative contests results are rated on the scale from 100 to 200 points. Maximum contest result may be 200 points.

7.4. Creative contents programs are developed and approved in Lesya Ukrainka Eastern European National University no later than three months before the enrolment. Contests creative tasks beyond these programs are not allowed. Creative contests programs are necessarily published on the notice boards of the Admission Committee and the website of the university. Creative contests programs contain assessment criteria for each of them.

7.5. Professional tests programs for the entrance on the basis of obtained educationally qualification level are developed and approved byLesyaUkrainkaEasternEuropeanNationalUniversitynot later than three months before the  beginning of enrolment.

Professional tests programs  are promulgated on the university web site  and in Admission Committees.

7.6. Persons who did not come to the entrance tests in a required time without serious reasons, persons whose knowledge was appraised by  marks below the minimum level set by Admission Reqiurements, and also persons who took away the documents after the date of documents admission are not allowed to entrance tests and contest selection.

Retaking of entrance examinations is not allowed.

7.7. Appeals on entrance examinations results held in Lesya Ukrainka Eastern European National University are examined by the appeal committee, the structure and operations order of which is approved by the Rector of the University. The appellate commission work order is determined by the Regulations on the Lesya Ukrainian Eastern European National University Appeal Commission. Applicant’s appeal on the results of the entrance examination is applied personally in writing in the day of the interview, listening, viewing or performance, in the day of a written test – up to 6 o’clock p.m. in the day when the results are announcement. The appeal must be submitted to the secretariat of the Admission Committee and examined the following day by the Appeal Committee. Appeal hearing is held in the applicant’s presence.

7.8. Information on the results of entrance examinations (creative competitions, professional tests) is formed in a single database.

7.9. The results of entrance examinations held by Lesya Ukrainian Eastern European National University for applicants’ admission on all educational levels and degrees is published on the notice boards of the Admission Committee, usually at the same day, but not later than the examination day.

 

VIII. Target admission to Lesya Ukrainka Eastern European National University

8.1. Target admission is carried out in accordance with the decree of the Cabinet of Ministers of Ukraine dated 29.06.1999 № 1159 “On training specialists for work in rural areas”.

8.2. Those persons who enter Lesya Ukrainka Eastern European National University within the state order on the terms of target admission due to established quotas should add special directions issued by the the Council of Ministers of the Autonomous Republic of Crimea, Kyiv and Sevastopol city state administrations and also by other central organs of executive power.

8.3. The established quota should not exceed 25 per cent of the state order for training specialists in each area.

8.4. Enrolment of participants for the educational qualification of junior specialist and Bachelor’s degree is carried out by individual competition and is based on the volume of orders and quota of respective regions.

8.5. Applicants who are not enrolled, may participate in the competition in conformity with the overall rating list.

 

IX. Enrolment on the interview

9.1. The right to be enrolled to Lesya Ukrainka Eastern European National University on the interview is granted by the Law of Ukraine “On the status and social protection of citizens affected by the Chernobyl accident”.

9.2. The program of the interview with these categories of applicants is approved by the Chairman of the Admission Committee of the University.

9.3. Persons not recommended for the enrolment to the University on the interview have the right to participate in the competition on general terms.

9.4. On the recommendation of Health and Social Welfare, the Admission Committee considers it possible to enrol, over the state order, disabled persons, unable to attend the university, to take their courses by external forms in their places of residence.

 

X.  Enrolment out of competition

10.1. Out of competition are enrolled:

  • persons who are granted this right by the Law of Ukraine “On the status of war veterans and guarantees of their social protection”;
  • invalids of groups I and II and disabled children-invalids aged under 18 for whom the chosen speciality is not counter-indicative (according to the Law of Ukraine “On the Principles of Social Protection of Disabled Persons in Ukraine”);
  • persons who are granted this right by the Law of Ukraine “On the status and social protection of citizens affected by the Chernobyl accident”;
  • persons who are granted this right by the Law of Ukraine “On prestige of miners' work”;
  • members of the national teams of Ukraine, participating in international competitions, approved by the central executive authority in the sphere of Education and Science;
  • champions and prize-winners of the Olympic and Paralympic Games (in the sphere of physical culture and sport).

10.2. The number of persons specified in paragraph 10.1 is defined by the Admission Committee of Lesya Ukrainka Eastern European National University and should not exceed 20 per cent of the state order for each speciality, but it should be at least one person. The admission of these persons is carried out according to the applicants’ competition points.

10.3. The number of persons specified in paragraph 10.1 for the educational qualification of Bachelor based on complete general secondary education is defined in Annex 5.

10.4. The number of persons specified in paragraph 10.1 for the educational qualification of Specialist on the basis of higher education is 15 per cent of state order in each speciality for full-time and distance learning.

10.5. Applicants belonging to the categories mentioned in paragraph 10.1 of this Section not recommended for admission have the right to compete on general principles under competition points.

 

XI. The right to priority enrolment

11.1. The right to priority enrolment toLesyaUkrainkaEasternEuropeanNationalUniversityis given to:

  • persons who are granted this right by the Law “On Protection of Childhood”;
  • persons who are granted such a right according to the Law of Ukraine “On the basis of social protection of invalids in Ukraine”;
  • persons who are granted this right by the Decree of the President of Ukraine of February 21, 2002 № 157 “On additional measures to enhance the care of the defenders of the Motherland, their legal and social protection, improvement of military-patriotic education”;
  • high school graduates (complete secondary education) who are awarded a gold or silver medal for admission on the basis of complete secondary education;
  • high school graduates (complete secondary education) for admission on the basis of complete secondary education, who have a higher grade in the profile subject specified by the regulations for admission;
  • prize-winners of the second (regional) stage of the All-Ukrainian competition-defence of pupils’ research papers – members of the Mala Academy of Sciences of Ukraine, if the sections are up to the trends of preparation to obtain a Bachelor’s degree in the current academic year (the list is given by the Ministry of Education and Science of Ukraine);
  • winners of art competitions and sporting events (for specialities “Physical education, sport and health” and “Art”);
  • laureates of international, national competitions, festivals, exhibitions (I-III degrees) (for specialities “Art” to obtain Master’s Degree;
  • applicants who have a Bachelor's degree (or a diploma of specialist) with honours;
  • applicants with the qualification of specialist and Master’s degree that displayed the inclination to research activities which is confirmed by publications in professional scientific journals;
  • persons who have a longer period of experience in the chosen direction (for applicants for the department of distance learning);
  • applicants who have a higher average grade for professional training subjects in their Supplements to the diplomas of Bachelors and specialists;
  • applicants who have a junior specialist diploma with honors;
  • persons who have finished the College of Technology, Business and Law of the Eastern European National University in 2015 or before it and have already the educational qualification of junior specialist;
  • applicants who have a higher average grade in the Supplement to the diploma of junior specialist (for admission to train persons on the basis of educational qualification of junior specialist and obtain a Bachelor's degree).

11.2. The right of priority enrolment is provided in the succession defined in paragraph 11.1 of this section.

 

XII. The formation and publication of the list of applicants recommended for admission

12.1. List of entrants, who submit to the conditions of targeted admission, is arranged due to competitive score from larger to smaller according to the procedure of formation of the ranking list of applicants without regard to categories defined in paragraph 6.3 of Section VI, Sections X and XI.

12.2. List of applicants recommended for admission due to categories, is as follows:

  • applicants who are recommended for admission out of the competition;
  • applicants who are recommended for admission on the terms of target admission;
  • applicants who are recommended for admission on interview;
  • applicants who are recommended for admission by competition.

12.3. Within each category specified in paragraph 12.2 of this section the ranking list of applicants is arranged in the following way:

  • by competitive score from the biggest to the smallest;
  • with taking into account the right to priority enrolment in the case of the same competitive score in order to observe reasons for its entry.

12.4. The list of applicants recommended for admission, which is formed on the basis of the Database, specifies:

  • surname, name and patronymic of the applicant;
  • competitive score of the applicant;
  • the grounds for admission out of competition;
  • the grounds for the targeted admission;
  • the conditions for admission on the interview;
  • the grounds for admission as a member of international competitions;
  • the right to priority enrolment.

12.5. Ranking lists of applicants are formed by the Admissions Board on the basis of the Database and published in full on the website of the Lesya Ukrainka Eastern European National University. Lists of applicants recommended for admission are formed by the Admissions Board of the University on the basis of the Database and published on the notice boards of the Admission Board and the website of the University.

Lists are updated after the requirements for enrolment are performed / not performed by the applicants.

In a ranking list of applicants the same data as in the list of applicants recommended for admission under paragraph 4 of Section XV are indicated.

 

XIII. Recommendations for enrolment

13.1. The decision to recommend government contract applicants to the admission the by the Admission Committee of Lesya Ukrainka Eastern European National University is taken within the period defined in Chapter IV of admission rules, and in accordance with the competitive list formation defined in the Section XII of the Admission Rules according to competitive entrant points – from highest to lowest.

Formation of lists of applicants recommended for admission is made in a single base within the volume of state contract orders, in its absence - within the scope of the license. Recommendations for admission of applicants for education at the expense of individuals and entities are provided after the enrolment of the state contract entrants.

13.2. Admission Committee decides to recommend government contract applicants enrolment in accordance with the terms set out in Section IV of the Admission Rules.

13.3. The release of the Admission Committee decision onLesyaUkrainkaEasternEuropeanNationalUniversitystands is considered to be the Official notification providing recommendations for admission.

The decision of Admission Committee recommendation for admission is also posted on the website ofEasternEuropeanNationalUniversity.

 

XIV. Exercising the right of entrants to choose the place of study

14.1. Those who applied in paper or electronic form and participate in the competition, after being informed by the Admission Committee about  decision on a recommendation for admission under the terms indicated in section IV of admission rules are required to meet the requirements for admission of the state contract entrants: personally submit the original document on education (educational qualification) level and its annex, certificates external independent evaluation and other documents provided by the terms and rules of admission rules to Lesya Ukrainka Eastern European National University Admission Commission. Those who applied electronically, must sign their own electronic statement in Lesya Ukrainka Eastern European National University Admission Commission.

14.2. Persons, who have not submitted the original documents on education provided by the terms and rules of admission Section IV to Lesya Ukrainka Eastern European National University Admission Commission (did not complete the requirements for admission), lose the right to be enrolled in training as state contract students.

14.3. An applicant who according to the results of competitive selection is recommended for enrolment on the appropriate priority (as referred to in his statements, must submit personally original documents  on education and other documents provided by the terms and rules of admission before the expiry of the competitive selection date

In case an applicant is recommended for enrolment to the first own-selected priority, he loses the right to participate in future competitive selection for training on the other priorities.

By the decision of the Admission Commission the other priorities selected by the entrant are to be cancelled in the ranking list formed into a single database.

 

XV. Adjustments of recommended for admission list

15.1. Adjustments of recommended for admission list can be made while entrants choose place of study with simultaneous information revision in a single database in accordance with the requirements of paragraph 14.1 of admission.

15.2. The Admission Committee revokes earlier recommendations of those who did not fulfil the requirements for entry (did not submit the original document on education and other documents provided by the terms and rules of admission to Admission Committee of Lesya Ukrainka Eastern European National University and provides recommendations to entrants, who goes next in the scoring list.

15.3. By decision of the Admission Commission the entrants who lost the right to be enrolled in training as state contract students can apply for education at the expense of individuals and entities study.

15.4. Applicants who are recommended to study at the expense of individuals and entities are required to fulfil the requirements for admission according to paragraph 14.1. of Admission Rules.

The completion contract with the customer for training at the expense of individuals and entities is signed only after the publication of the order of enrolment.

15.5. In concurrent studies in several programs or specialties and forms of study, one of which is state contract, the original documents on education are kept inLesyaUkrainkaEasternEuropeanNationalUniversityas it is the place of state contract study.

 

XVI. Order on Admission

16.1. Orders of enrolment are issued by the Rector of Lesya Ukrainka Eastern European National University by decision of Admission Committee of Lesya Ukrainka Eastern European National University.

Orders of enrolment are formed in a single database according to the list of applicants recommended for admission, and published on the information boardof the Admission Committee as well as the website of Lesya Ukrainka Eastern European National University as a list of enrolled within the terms according to Chapter IV of  Admission Rules.

16.2. The decision of the Admission Committee on the applicant enrolment may be cancelled by the Admission Committee in case of violations of law by the applicant as provided in paragraph 19.5. Admission Rules.

Applicants may be expelled from Lesya Ukrainka Eastern European National University at his/her own will, with appropriate order which is verified in a single database, and such persons get back their documents submitted by them earlier.

Additional competitive selection from among persons who participated in the competition for this area of study (this speciality) may be conducted to occupy vacant place (s) before the beginning of the school year.

16.3. Order on the applicant enrolment instead of the expelled person is issued according to Entry requirements of Section 14.1. Admission Rules.

16.4. The decision on the applicant enrolment that will pay for his education from the state preferential long-term loans taken at the request of the applicant, submitted to the Admission Committee on the basis of participation in the Contest in accordance with established university quotas.

 

XVII. Peculiarities of admission and study of foreigners and stateless persons in the higher educational institutions ofUkraine

17.1. Preparation of foreigners and stateless persons is carried out in accordance with the Laws of Ukraine “On Legal Status of Foreigners and Stateless Persons”, “About Foreign Ukrainians”, Decrees of the President of Ukraine of 25 March, 1994 № 112 “Measures of Economic Cooperation Development between Ukrainian regions and the adjoining boundary regions of the Russian Federation” and of 3 June, 1994 № 271 “Measures of Economic Cooperation Development of Ukrainian regions with the adjoining regions of the Republic of Belarus and with the administrative and territorial units of the Republic of Moldova”, by the resolutions of the Cabinet of Ministers of 26 February, 1993 № 136 “On education of foreign citizens in Ukraine”, of September 11, 2013 № 684 “On Certain Issues of application for foreigners and stateless persons”, by the order of Ministry of Education and Science of Ukraine of 1 November, 2013 № 1541 “On certain issues of organization of admission and training (internship) of foreigners and stateless persons” registered in the Ministry of Justice of Ukraine in November 25, 2013 by № 2004/24536. Foreigners who get state scholarships according to international agreements, national programs and other international obligations ofUkraine, are admitted under the assignments of the Ministry of Education and Science of Ukraine within the scope of public procurement.

17.2. Foreign Ukrainians who received student assignments from Ukrainian ethno-cultural communities, have the same rights for education as citizens of Ukraine, with the exceptions established by the Constitution of Ukraine, laws of Ukraine or international agreements, approved by the Verkhovna Rada of Ukraine.

17.3. Foreigners and stateless persons permanently residing in Ukraine, persons granted a refugee status in Ukraine, persons who are in need of additional or temporary protection and persons granted the status of foreign Ukrainian and staying in Ukraine legally have the right of obtaining higher education as citizens of Ukraine. Obtaining publicly financed higher education by the specified categories of persons is made within the quotas established by the Cabinet of Ministers of Ukraine.

Other foreigners and stateless persons may acquire higher education using the funds of private (legal) persons, if it is stipulated by international treaties of Ukraine, laws or agreements between universities on international academic mobility.

17.4. Foreigners who have received complete secondary education in foreign schools with the study of Ukrainian and foreign Ukrainians whose status is confirmed by the certificate of foreign Ukrainian, are admitted within the established quotas to higher educational institutions of Ukraine on the interviews on the subjects under the rules of admission, upon the recommendations of diplomatic missions of Ukraine abroad and Ukrainian national cultural societies (if any).

17.5. Foreigners who apply for admission to get a certain educational qualifications, are accepted onto the higher educational institutions as soon as November, 15 on the orders of enrolment which are verified in a single database. 17.6. To be admitted to Lesya Ukrainka Eastern European National University a foreigner files the following documents

1) Application form;

2) the original and the copy of the previous education;

3) the original and the copy of the document (annex to the certificate of education), which contains information of his academic progress;

4) a copy of the birth certificate;

5) medical health certificate, verified by an official health authority organ of the country from which the foreigner has come and which was issued no later than two months before leaving for studying in Ukraine;

6) a copy of the foreigner’s passport or other document identifying the person without the citizenship;

7) a valid health insurance (except for foreigners who have come from the countries with which the agreements on free emergency medical care were made);

8) 6 photos size 60x40 mm;

9) the copy of the certificate of foreign Ukrainian (if any)

17.7. The admission of documents for study at all educational levels (degrees) begins in the terms defined in Chapter IV of the admission rules for a relevant educational qualification (degree).

Terms of the interview and admission of foreigners and stateless persons who arrived in Ukraine to study and enter the higher educational establishments under the quotas of Ministry of Education and Science of Ukraine or under the contracts of  Lesya Ukrainka Eastern European National University with private and legal persons are determined by the decision of the Admission Committee, but not later than November 15, 2015.

17.8. A person recognized as a refugee or a person in need of additional protection, has an equal right for higher education with the citizens of Ukraine.

 

XVIII. Enrolment toLesyaUkrainkaEasternEuropeanNationalUniversityfor dismissed places during the first days of study and the storage of the examination papers of the applicants.

18.1. Persons who haven’t started their studies without reasonable excuses after 10 days of their commencement will be dismissed fromLesyaUkrainkaEasternEuropeanNationalUniversity, according to the corresponding order verified in a single base.

Admission to the places of expelled students occurs within five working days subject to the provisions and requirements of paragraphs 15.2, 15.3, Chapter XV of admission rules. In this case the orders on the Admission of the following persons are formed and verified in a single base by 18.00 pm of 17 September of the year of entrance.

18.2. The examination works of the entrants made by them on the entrance exams (creative competitions, professional tests, interviews), and were not accepted for study are deposited for one year and then destroyed, and a corresponding act is drawn up.

If the entrant is recommended for admission to another educational institution on the results of the current entrance examinations, they shall be sent to this institution upon the request.

 

XIX. Ensuring openness and transparency during admission to institutes of higher education

19.1. The media can be present at the meeting of the Admission Committee (not more than two people from one media).

Accreditation of journalists in Lesya Ukrainka Eastern European National University is conducted to facilitate their work at the university, to help journalists of media to perform their professional duties, ensuring the rights of citizens to receive reliable, comprehensive, complete and latest information about the activity of the Admission Committee of Lesya Ukrainka Eastern European National University.

The registered according to the laws of Ukraine media regardless of proprietary form and the founding members and foreign media accredited at the Ministry of Foreign Affairs of Ukraine have a right to accreditation.

Application for accreditation is submitted to the Admission Committee of the Lesya Ukrainka Eastern European National University no later than 5 working days prior to start of admission of the documents on the editors office letterhead of the media signed by the head of a media with a seal affixed. The copy of the certificate of registration (for the printed media) and a copy of license for the right to use the channel and broadcasting time (for broadcasters) are initiated altogether with the application.

The procedure for admission of journalists in Lesya Ukrainka Eastern European National University building, their access to information and documents are determined by the laws of Ukraine, taking into account the common regime and work schedule of Admission Committee of Lesya Ukrainka Eastern European National University.

19.2. Public organizations can apply to the Ministry of Education and Science of Ukraine for entrusting them to observe the work of Admission Committees. Public organizations which such have got this right from the Ministry of Education and Science of Ukraine may send their observers to the meetings of Admission Committees. Admission Committees are obliged to provide the right conditions for the public observers’ presence at their meetings, and before the meeting to afford them the access to documents given to members of the Committee.

19.3. Lesya Ukrainka Eastern European National University provides the conditions enabling applicants to review the license to carry out educational activities, accreditation certificates of corresponding field (speciality). Admission regulations, information about the licensed number and the number of state admission for each speciality and educational level, degree, including the number of places that are allocated out of competition and in the targeted manner should be published on the notice boards of the Admission Committee and on the official website of Lesya Ukrainka Eastern European National University not later than the next working day following the confirmation/ratification or receiving the relevant information.

The decision of the Admissions Commission regarding distribution of state-guaranteed order within the scope of the license for departments, specialties, nosologies, scopes, languages etc. for each speciality (field of study) must be adopted no later than three days after bringing the state-guaranteed order toLesyaUkrainkaEasternEuropeanNationalUniversity.

All questions related to admission to the University are resolved by Admission Committee at its meetings. The decisions of the Admission Committee are published on the notice boards of the Admission Committee and on the official website of the Lesya Ukrainka Eastern European National University, usually in the date of adoption, but no later than the day following the adoption. The decision of the Admission Committee adopted within its powers is the ground an appropriate order of the Rector of the university.

19.4. The head of the Admission Committee usually announces about the meeting of the Committee not later than the day proceeding the day of the meeting, in special cases – not later than three hours before the meeting. Announce together with the draft of the agenda of the meeting is published on the notice boards of the Admission Committee and on the official website of Lesya Ukrainka Eastern European National University

19.5. If the applicant gives false personal data, false information about the right to be admitted out of competition, the right to priority admission, the right for admission on the interview, about the receiving his education earlier, participation in school competitions and competition-defences of Junior Academy of Sciences of Ukraine, about the passing of external independent evaluation there are the grounds for expulsion of the student.

19.6. Informing the public about the licensed number, of state-guaranteed order, the cost of study, process of applying for admission, the recommendation for admission and admission to higher education institutes of I-IV accreditation levels is carried by the information systems, including a system of “competition” based on data filled by the Admission Committee to Common database, indicating the categories of applicants in accordance with this Admission Regulations.

19.7. Not later than three days before the start of admission of the documents for getting a Bachelor’s degree, institutions of higher education, which have been brought state-guaranteed order are required to publish on their websites information about the number of state-guaranteed order in areas (speciality), pointing out that before the opening of entrance campaign 80 percents of total state-guaranteed order for training Bachelors are placed and placing the remaining 20 percents of total state-guaranteed order will be made after admission of the documents according to the results of the competition of the current year, that will be determined by the average competitive score of applicants for a Bachelor’s degree of the relevant speciality at the end of applications acceptance.
